What Is PCA?
The Personal Care Assistance (PCA) Program is a Medicaid Waiver authorized by CMS, designed to support adults ages 18–64 with physical disabilities who require nursing-facility-level care but wish to remain in their own homes. PCA allows eligible individuals to direct their own care — including choosing a trusted caregiver.
Who PCA Is For: Adults ages 18 to 64 with physical disabilities or chronic conditions that require significant daily assistance. If you need nursing-home-level care but want to stay home, PCA was designed for you.

Cottage Homecare Services CT LLC is a contracted provider of Adult Family Living (AFL) and other Medicaid-funded programs, allowing Connecticut residents to hire their own caregiver anywhere in the state.

What's Covered
PCA services are tailored to your documented care needs and focused on supporting independence in daily life.
Assistance with bathing, showering, oral care, skin care, and grooming as needed each day.
Help selecting, putting on, and removing clothing and footwear, including adaptive clothing if needed.
Support with safe movement around the home — bed-to-chair, chair-to-toilet, wheelchair navigation, and fall prevention.
Assistance with meal planning, preparation, serving, and eating support based on dietary and physical needs.
Dignified assistance with bathroom use, incontinence products, and hygiene maintenance.
Non-clinical reminders and assistance to ensure prescribed medications are taken on schedule.
Help with laundry, dishes, vacuuming, and maintaining a clean and safe living space.
Assistance accompanying you to medical appointments, community activities, or other essential outings.
Our registered nurses oversee your care plan, coordinate with DSS, and adjust services as your needs evolve.
Authorized hours and services are based on your individual functional assessment — our team helps document your needs with DSS.
Caregiver Support
One of the most powerful features of PCA is consumer direction — you select the person who assists you. Cottage Homecare handles enrollment, training, and payroll so your caregiver can focus on care.
Eligible caregivers include adult children, siblings, friends, and neighbors. Spouse eligibility depends on program rules and DSS review. Legal spouse may qualify in some cases.
